I've heard many different things on this matter. I've heard that a story is considered published if it's posted in a forum that isn't password protected as a workshop. I've heard that if it's accepted by anyone and posted anywhere it's considered to have had the first rights used at that point. I've also heard that if you enter a story into a contest that it's considered published if it's posted for others to read and judge. I could go on and on but I won't. It's one big Grey area out there in my honest opinion.
